The Housing Collaborative analyzed existing local housing data and surveyed organizations, agencies, and businesses
that provide housing and housing-related services to identify key housing data needs for our community.
The following five housing data categories were selected:  Homeownership & Finance; Affordability & Cost Burden; Occupancy & Supply; Housing Quality & Conditions; and Housing Stability & Mobility.

2026 Strategic Areas At-a-Glance:

  • Create a housing coalition for municipalities within Madison County.
  • Assess housing stock and work with landlords to improve quality and affordability of housing.
  • Engage municipalities and county agencies in a coordinated planning effort across housing and health systems.
  • Maintain and enhance financial resources for housing needs.
  • Conduct training and education to build capacity among stakeholders.
  • Advocate for transportation systems that address housing barriers.

Throughout the state, the contract between a tenant and a landlord is an important agreement that defines how renters will occupy their home and how owners will maintain their property.

Home Energy Assistance Program (HEAP)

Home Energy Assistance Program (HEAP) is a federally funded program that helps low-income residents meet their home energy needs. The program includes Regular Benefits, Emergency Benefits, and Weatherization components. Coordinated by Madison County Dept. of Social Services.

Healthy Homes of Madison County

A program offered by Madison County Public Health, Healthy Homes of Madison County is a free health & safety checkup, and education program for Madison County residents. Focus areas include: Fire Prevention and Safety, Preventing Lead Poisoning, Injury Prevention, and more.

manages them to grow over time and then distributes funding to local charities to help them thrive.
